Financial Support/Grants
The Library Services and Technology Act (LSTA), through the Institute of Museum and Library Services (IMLS), promotes access to learning and information resources of all types of libraries for individuals of all ages. Through the legislation, IMLS provides funds to State Library Agencies using a population-based formula. State libraries may use the appropriation to support statewide initiatives and services; they may also distribute the funds through competitive subgrant or cooperative agreements to libraries in their state. KDLA is responsible for administering LSTA funds in Kentucky. In October 2002, KDLA began the first grant cycle under the FY2003-2007 LSTA Five Year Plan.
KDLA entered into 129 contracts with grant recipients in 2004 and administered 19 KDLA based statewide grant programs.
Local Records Grants $549,994.00
Provided sixty one grants to local government officials to improve their record keeping practices and to preserve their information as a strategic resource.
Public Libraries Facilities Construction Fund $1,075,000.00
Continued to assist twelve public libraries with debt retirement incurred to renovate or build their local library facilities.
State Aid $3,709,475.00
Provides funds from the State Treasury to public libraries for promoting, aiding and equalizing public library service in Kentucky.
Bookmobile/Outreach Program
KDLA gave out $10,320, for Bookmobile Repair Grants in 2004 to help Kentucky’s bookmobiles provide outreach services to citizens who are unable to visit a library.
Institutional Subgrants $23,800.00
Provided funds in partnership with the Kentucky Department of Corrections to administer and provide library services to the prison population.
LSTA – Federal Funding
Provided funding for programs that promote access to learning and information resources in libraries. Priority is given to activities using technology for information sharing between libraries and between libraries and other community services; and for programs that make library resources more accessible to urban, rural, or low-income residents and others who have difficulty using library services.
Provided nineteen KDLA based statewide projects and fifty five subgrants including:
KY Union List of Serials (KULS)
Provided accurate and complete information about serial/journal holdings in libraries of all types to library staff and end users.
Technical Support for Public Libraries
Provided professional technology support and training for library staff.
Library Automation Subgrants
Provided funds for an integrated library automation system, including hardware, software and wiring/installation. Retrospective conversion of the library collections and other library functions was also provided for the following libraries:
Georgetown College/Anna Ashcraft Ensor Learning Center - $9,500.00– Purchased student access computer stations with Internet, research, database, and online catalog access and productivity software for the library lobby to extend and improve student access to materials and services.
Tech Support – Library Innovation
Bath County Public Library - $6,750.00 - provided a wireless Internet connection, a laptop computer, data projector, and presentation screen to be used by the library and the community for programming, instruction and training.
Fleming County Public Library - $3,982.00 – allowed the library to access and duplicate local genealogy with a new laptop, scanner, printer and wireless access point. Materials converted are available to patrons out of the area via phone request or email.
Jessamine County Public Library - $19,738.00 –allowed for the purchase and installation of assistive technology and software for disabled children and adults to provide lifelong learning opportunities.
Kenton County Public Library - $7,868.00 – Provided equipment to create digitized videos of the library’s teen programs, book talks and virtual tours. The digital videos are accessible on the website.
Morgan County Public Library - $19,900.00 – Provided laptop computers and wireless access points to provide complete wireless access to the Internet, card catalog and printing services for patrons in all areas of the library.
Ohio County Public Library - $19,962.00 – Provided equipment for a rolling computer lab including laptops, wireless capabilities, printer, Internet access, digital projector, and mobile screen.
Talking Books
Provided funding for a central and two regional libraries to provide print materials in alternative formats to individuals whose physical disability prevents them from reading print material.
School/Library Partnership
Breckinridge County - $8,000.00 - The partnership project promoted interest in reading, libraries and performance arts by providing artistic and technical support for students to perform literature-based programming over local radio stations.
Carroll County - $7,158.00 – Provided a partnership program with the local Head Start to help preschool children maintain their reading readiness skills throughout the summer months.
Kenton County - $7,158.00 – Provided a program targeting at-risk children, using puppetry to help them learn how to handle problems using positive conflict resolution. The program also promoted the importance of reading.
Children and Young Adult – Prime Time Reading Subgrants
Three public libraries were awarded federal grants to establish a model for promoting children’s reading and book discussion within the context of families. The project promoted libraries as places for family literacy support and high quality educational and entertainment experiences.
Children and Young Adult - Early Childhood Subgrants
Allen County - $3,153.00 –Provided a series of programs and information packets, stressing pre-reading/math skills, for 0-3 year olds.
Meade County - $3,096.00 – Provided monthly Leap Pad Learning System programs consisting of a story time, activity, lesson and crafts to encourage the acquisition of language and math skills for children from birth to age three.
Menifee County - $6,850.00 – Provided educational resources and training on early childhood development for parents and caregivers of children ages 0-3. A weekly education program for the children and toddler computer workstations were also supplied.
Whitley County - $6,901.00 – Provided weekly instructional classes focusing on the importance of parental and caregiver interaction with infants and toddlers. The project supported the oral language development of children from birth through age three.
Training Equipment/Data Projector Subgrants
Provided subgrants to the following libraries to purchase equipment sets that included data projectors, amplifiers, speakers, wireless microphones, laptop computers, and software which can be used to provide training, presentations and video/DVD programs in the local library and the community.
Continuing Education
Provided funding to promote and coordinate continuing education for public library staff and trustees.
Library Programming
Breckinridge County - $4,855.00 – Provided a partnership project with a local correctional facility to provide library services to inmates.
Carroll County - $7,650.00 – Provided a creative writing project focusing on autobiographical pieces for adult patrons. Final works were published in a book.
Paul Sawyier – Franklin County - $9,768.00 – Provided a partnership program with local health care agencies to provide an educational series related to women’s health and well-being.
Fulton County - $9,437.00 – Provided a series of Youth, Family and Adult programs to promote reading, writing and the literary arts.
Kenton County - $5,196.00 – Offered a series of adult classes to introduce the art and science of digital photography to patrons. Participants learned how to purchase a digital camera, take pictures, develop/print photographs and photo enhancing and cropping techniques, etc.
Lawrence County - $4,000.00 – Provided monthly programs to offer instruction in photography, genealogy, poetry and crafts to promote library usage to young adults.
Meade County - $15,000.00 – Provided a program to promote the library and library services by providing Cultural Seminars combining lecture with musical performance, demonstrating the history and elements of various genres of music.
Spencer County Public Library- $7,025.00 – Provided improved accessibility to genealogy materials and presented educational programs featuring speakers versed in statistics and genealogy.
Whitley County - $6,901.00 – Provided a Celebrate Appalachia program that offered resources and instruction to patrons of all ages on the culture and heritage of Appalachia.
