Administrative Services - Serving KDLA Staff

The Administrative Services Division provides administrative support to the programs of the Department in the areas of fiscal, personnel/payroll, grants and contracts, facilities management, information technology, telecommunications and shipping. Support is also provided to the Commissioner's Office and the Management Team in formulating and implementing the policies, procedures and plans of the Department in accordance with KRS 171.125-306 and 171.410-740. In addition, this division provides administrative support to the Commission on Deaf and Hard of Hearing and the Environmental Education Council.

Serving KDLA's Need to Know

Within the internal structure of KDLA, the Administrative Services Division fulfills a role that is both regulatory and supportive; regulatory in the sense that many of the support services it provides are subject to statutes and policies that must be followed. The units of the division perform the functions of:

  • Procurement, financial management, accounts payable and budgeting;
  • Administration of grants and project management associated with the Library Services and Technology Act federal funding;
  • Personnel administration for the agency;
  • Operation of the agency’s physical facilities;
  • Development, operation and support of the agency’s technological infrastructure.

All of these services are provided in support of the public service and programmatic functions that are described in this report for the other three divisions of KDLA.

Financial Support/Grants

KDLA depends on state and federal funding to carry out its initiatives. The following is a summary of how that funding has been spent during the 2004-2005 federal fiscal year.

State Funding

Local Records Grants $505,500

Provided forty-three grants to local government officials to improve their record keeping practices and to preserve their information as a strategic resource.

Public Library Facilities Construction Fund $1,075,000

Continued to assist twelve public libraries with the retirement of debt incurred for the purpose of renovating or constructing new local library facilities.

State Aid $3,996,110

Provided funds to public libraries for promoting, aiding and equalizing public library service in Kentucky.

Institutional Subgrants $23,800

Provided funds in partnership with the Kentucky Department of Corrections to administer and provide library services to the prison population.

Bookmobile/Outreach Program

Provided funds to support library services for citizens who are unable to visit a library. Outreach vehicle grants were awarded to the following counties:

  • Edmonson County - $19,450
  • Casey County - $19,450

Also awarded $7,400 for Bookmobile Repair Grants to ensure Kentucky’s bookmobile fleet remains operational.

Federal Funding - LSTA

The Library Services and Technology Act (LSTA), through the Institute of Museum and Library Services (IMLS), promotes access to learning and information resources of all types of libraries for individuals of all ages. Through the legislation, IMLS provides funds to State Library Agencies using a population-based formula. State Libraries may use their appropriation to support statewide initiatives and services, and may also distribute the funds through competitive subgrant or cooperative agreements to libraries in their state. KDLA is responsible for administering LSTA funds in Kentucky.

LSTA funds provided support for programs that promote access to learning and information resources in libraries. Priority is given to activities using technology for information sharing between libraries and between libraries and other community services; and for programs that make library resources more accessible to urban, rural, or low-income residents and others who have difficulty using library services.

Federal funds were used to support both KDLA based statewide projects and direct subgrants including:

KY Union List of Serials (KULS)

Provided accurate and complete information about serial/journal holdings in libraries of all types to library staff and end users.

Technical Support for Public Libraries

Provided professional technology support and training for library staff.

Technical Support – Library Automation Subgrants

Provided funds to be used for automation equipment, programs, retrospective conversion, system migration or any other expense associated with automation. Grants were awarded to the following libraries:

Daviess County Public Library - $8,675

Provided funds for the purchase and installation of 3 public access terminals to support self service checkout, allowing patrons direct access to library materials without reliance on staff intervention thereby increasing efficiency and patron privacy.

Fleming County Public Library - $18,781

Provided funds for the purchase and installation of satellite Internet equipment for the county’s bookmobile to increase access and availability of library resources.

Grayson County Public Library - $13,000

Provided funds to allow for the digitization of the local history collection, enhancing access to the collection for library patrons.

Johnson County Public Library - $17,100

Provided funds for the purchase and installation of a wireless Internet connection and laptop computers designed to increase access to information resources for library patrons.

Kenton County Public Library - $4,681

Provided funds for the purchase and installation of a wireless Internet connection to increase access to information resources for library patrons.

Madison County Public Library - $19,997

Provided funds for the purchase and installation of software that will allow patron access to the library collection from remote locations, increasing access and availability of materials.

Marion County Public Library - $8,597

Provided funds for the purchase and installation of equipment designed to improve access to the library’s microfilm records collection.

Mt Sterling-Montgomery County Public Library - $14,000

Provided funds for laptop computers, printers, and software necessary to create an in-library “loan” computer lab for the benefit of the county’s citizens.

Rowan County Public Library - $8,272

Provided funds for the purchase and installation of a personal computer (with Internet and DVD), whiteboard, and computer projector to allow the library to offer enhanced meeting, presentation, and training opportunities for local community groups.

Wolfe County Public Library - $5,500

Provided funds for the purchase and installation of a wireless Internet connection to increase access to information resources for library patrons.

Kentucky Talking Book Library

Provided funding for a central and two regional libraries to provide print materials in alternative formats to individuals whose physical disability prevents them from reading print material.

School / Library Partnership Subgrants

Green County - $2,899

Partnership program with two county elementary schools designed to increase pleasure reading among kindergarten and first grade students.

Menifee County - $9,200

Partnership program with the county Board of Education to improve reading skills of students in Extended School Services, and to increase library use by all students in grades one through five.

Whitley County - $5,398

Partnership program with Whitley Central Primary School designed to promote the use of library materials and services.

Children and Young Adult

Prime Time Family Reading Time Subgrants

Federal grants were awarded to the following four libraries as a continuation of the successful Prime Time Family Reading Time project. This project seeks to promote children’s reading and book discussion within the context of families, and to promote libraries as places for family literacy support and high quality educational and entertainment experiences.

Live Homework Help Subgrants

Federal grants were awarded to the following eleven libraries for one year of access to Tutor.Com as a means of providing students with after-school homework help. Tutor.Com is an online tutoring service that contracts with libraries nationwide to provide web-based services through which individual students work in live, real-time sessions with subject area tutors.

Early Childhood Subgrants

Kenton County - $3,860

Provided reading information packets and storytime programs to the children and parents who are patients at Pediatric Care of Northern Kentucky.

Jackson County - $4,450

Combined developmentally appropriate materials, library space, and staff services into a literacy program for parents and caregivers of children ages 0-3.

Menifee County - $6,875

Provided a weekly program for children ages 0-3, their families, and caregivers stressing the importance of reading and developmentally appropriate materials to stimulate early language development.

Washington County - $2,475

Provided twice-monthly reading and activity-based programs for children 18-24 months of age and their caregivers, designed to improve the children’s social, fine motor, and linguistic development.

Training Equipment/Data Projector Subgrants

Provided subgrants to the following libraries to purchase equipment sets that included data projectors, amplifiers, speakers, wireless microphones, laptop computers, and software which can be used to provide training, presentations and video/DVD programs in the local library and the community.

Continuing Education

Provided funding to promote and coordinate continuing education for public library staff and trustees.

Library Programming Subgrants

Bath County Public Library - $7,668

Created listening centers throughout the library designed to improve reading skills of both children and their parents by providing designated areas with audio equipment, bilingual audio materials, classic books on CD and cassette, picture books with cassettes, and musical selections.

Carroll County Public Library - $2,765

Provided a series of targeted programs for teens interested in skateboarding with the goal of establishing a positive and long-lasting relationship between the teens and the library.

Carroll County Public Library - $4,239

Provided a program to introduce and educate adults on topics ranging from nutrition and food supplements, to relaxation and exercise programs designed to improve their overall health.

Fulton County Public Library - $9,993

Provided a series of programs targeted to intergenerational groups, including story hours, book discussions, and writing workshops.

Grayson County Public Library - $4,000

Provided a series of poetry and creative writing workshops for adults and students interested in honing their writing skills.

Hart County Public Library - $10,937

Provided a partnership program with local agencies to present programs on health and nutrition issues.

Letcher County Public Library - $7,517

Provided writing workshops and public readings aimed primarily toward improving the writing skills of teenagers.

Muhlenberg County Public Library - $3,483

Provided a series of programming on a variety of topics, including science fiction, personal history preservation, scrapbooking, healthy cooking, digital photography, and quilting, all designed to highlight existing library resources.

Spencer County Public Library - $2,698

Provided evening programs for adults and students designed to spotlight different career opportunities within the community.

Whitley County Public Library - $6,410

Provided professional development opportunities for local K-12 teachers focused on diversity issues through the use of technology and literature.
